That is Mulholland Hiway just east of Malibu Canyon, there's a turnout/view spot I like there.
On a clear day, there are nice California hillsides in the background.

That is an awesome stretch of road! I've been there a couple of times now...it's right up the PCH from Malibu Seafood.
