I'd seen this car a few months ago, and thought it was some imported JDM Kei car or something. Turns out it was an electric car called the ZENN:

I'm good for that price. A Yaris is much more worth the money.

I have never lived anywhere that I could use an NEV effectively, let alone as my primary vehicle. Even our grocery run requires 45 MPH for most of the 18 mile round trip. When on a bicycle no one expects me to go that speed but if I am in something that looks like a car there would be more than the occasional pickup truck driver trying to run me down.

Yea, 25 mph would not work around here either. I live just off a road where the speed limit is 45 and most places the speed limit is at least 35.

For the price of 17K + not including floormats or ac I think it would not be worth it.
That is too much money to spend to "feel good" and there are other alternatives. One of the latest things in this area is car sharing. 4 seperate families (owners) share a Prius and the cost. We do not have a public transportation system that is effective here due to being spread out.
A few electric car companies tried but failed in the area. GEM was one.
FOr the speed and cost I would thing a glorified golf cart would be a better choice.
