Are 55 watt HID over kill? Or even "legal"

I've seen sets from apexcone that have a 55w upgrade over the standard 35 watters. Question is at 5000 lumens is it even legal? If so I will go with the 35watt hid kit. I'm looking at hi/low combo at 4500k or 5000k temp. Thanks

No HID kit is legal.

Boosted ballasts will burn the bubs out quicker.
