Judder/ lack of power @low Rpms in 2nd gear? 1998 1.3

Has anyone got any ideas what this may be? and passanger side centrol locking has stopped working also, can anyone help?

How low are the rpms? Over the years, I have learned that small 4-holers do not like pulling at low rpms: I NEVER make my 1.5 Yaris pull hard below 2,000rpm, and your 1.3 would like it even less!

the shudder is a combination of things, but I would think the major contributor is the IAC sensor....

the lock is probably wiring, need to diagnose it.
