The shield is there to reduce the glare from the HID, it doesn't help the cut off as much due to the halogen headlight. You will only get a nice cutoff with aftermarket projector headlights.

^ Exactly what he said. There isn't really a cut off due to the factory headlight housing, but these do not have that much glare.
