I think there is some sort of textured finish applied in this area underneath the paint. Probably for weatherizing/rustrpoofing and to prevent all those pebbles and road debris from exposing the metal underneath.

Yep, this can be normal. Pretty sure in this case it's where the undercoating and basecoat happen to overlap a little. There are generally two explanations for paint roughness: One is paint sag, which is when the basecoat does not adhere well to the primer, and runs a little before it is cured, leaving little ridges. This is a quality issue with the paint, and would show up over the whole car if it were the case. Two is excessive film build (like when you spray paint and move too slowly). Spray technology has come a long way (most cars only need 2.5-3 gallons to coat now) and things like excess film build can be avoided, even in tough to paint areas, like the door jambs and trunk lips, but since it is a low point, with a sharp angle you may still get some excess build.

It's a chip guard applied at the factory.

Bob, I'm curious. Do you know which layer this gets sprayed on? Between basecoat and clear?:iono:
