As the name implies, it's a catalytic converter lock. Avoiding getting too technical, in a nutshell it locks to the frame of a vehicle, working like a giant cage around the converter. It features heavy-duty aircraft wire rope, which is nearly impossible to cut (INSERT - with scissors. Bolt cutters, well that's another story) without an industrial machine. It costs $149; replacing a stolen converter will probably set you back four figures.
