Got a big chip!

Was looking at my car today and noticed a huge chunk of paint missing, and minor rust on the panel seem!

Its missing right over the right rear wheel well, in the space between the rear bumper panel and the right side panel. The car is an 07 Bayou Blue Metallic, and when it comes to things like this, I'm sorta lost (first car and all).

Any suggestions as to what to do about the rust/missing paint?

I got a chip of paint missing on the roof of my car with some rust in it. I am going to try and fix it this next weekend. I ordered the touch up paint from Toyota, now it's just a matter of figuring out how to remove the rust (maybe a fine sandpaper). I'll try to remember to let you know what comes of the fix.
