Rough edges?

Well I was washing my car the other day and I noticed that right where people usually put side skirts on a car, the surface was "bubbly" feeling.
Is that normal?
The last car I owned had those factory side skirt things so I wasn't too sure about this.

The surface is bubbly on both sides of the car and runs from back of front wheel to front of rear wheel :x

I have an RS so I can't say for sure

My car has bubbly looking paint near the bottom of the car, at first I thought it was just mine. It's not smooth like the top portion of the car
