Must be aftermarket power windows, with only the front done.

The window switches are in the correct position and are OEM style.
The Dodge Neon's had a power window option, but only the front windows had electric lifts.

Hmmm. I see that. Maybe that was the case with the older ones. On the 09 USDM 5 door with power all 4 doors have motors, and the driver's door has the master control.

Also note the car has NO power lock switch between the seats, just fillers.
Also, where can I get that nifty carpeted cover for the spare???
