Washer fluid "2.3 Full"

I'm curious, went I refilled my fluid today, there is a mark that says:

2.3
Full

That could mean the line represents 2/3 full or that it holds 2.3 liters or something else. Any ideas?

Hmm....I believe it's 2/3 full.
