Just getting around to asking this even though I've had the car several months now.

When I twist the rear wiper control up (CW viewed from stalk) it turns the wiper on and I can twist further to get fluid.

When I twist down (CCW) I only get fluid, wiper does nothing.

Is this normal?

yep
kinda weird eh!

My laser was the same way, unless I turned the wiper on, just pushing the button would squirt fluid while the wiper dod nothing

Toyota engineers screwed up sourcing out the control stalk for the rear wiper. Simple as that.

I find that the delivery system isn't too effective... whenever I want to clear up the rear glass I find that the wiper tends to wipe away all the washer fluid so that only part of the glass gets cleaned....

The squirt only function works great in the winter when the rear windows are covered with heavy snow and ice. Give it a good blast for a couple seconds and let it sit for a minute then wipe the window. It melts the snow and ice right off.
