assuming the wheels are in good shape and you just want the colour different:
clean, sand, clean, prime, paint, clear....thats how i did a couple sets on my yaris last year...

If there is currently no rubber mounted on the rim, BONUS.
Alot of folks, including the above wheel vulture, mask off the tire.
Cleaning and sanding are very critical steps. Any dirt or unsanded area and you've lost your adhesion.
ok... pardon my ignorance but do i sand until??? like the surface will remain rough?? the rims are currently white...

you can just rough up the surface and/or take off the clear so that the primer has something to stick to....

As far as paint goes, try PMing member Kimmy. She recently painted her rims hot pink. See what it was she used.
