It's not a simulation. That guy's name is Jean-Yves Blondeau (http://en.wikipedia.org/wiki/Jean-Yves_Blondeau) and he created that suit. I watched him being interviewed in a TV show not too long ago.

I think it's pretty cool, but pretty much unusable around where I live.
