Clearly, no one's reading the manual. I was being smart in suggesting that people would need a separate pamphlet that sticks out and grabs your attention simply to answer this question that I assumed was common knowledge since millions of cars have it.

Toyota should just put a brightly-colored indication tag on the tow hook cover as it comes off the assembly line. It could look just like the one you saw hanging off the glove box in the dealer lot when you bought yours
