Mudguard question

I have not understood where to establish a mudguard which on a photo have allocated. All the evening long in garage under car has spent :frown:

Can at whom are established? The photo would be excellent. :help:

This is #4 in pic, so I don't think that will help you. I went and looked at my car (U.S. model), I don't have the #3 piece at all.
