Custom 3-way switch for license plate LED bolts? (on, off, blinker)

I recently copped a couple optx red LED light bulbs for $20. Im not sure about the legality, so Id like to install a custom switch in my center console to turn them off at night (most visible) or in high traffic. Then i thought, how cool would it be to have another option in addition to on/off.. and thats blinking. i would only use this to show off to friends and during daytime, and not on the highway for obvious reasons. it would be a bit of a hassle i suppose, but kind of cool

I have no idea how to go about this, and couldnt find much and how to install a blinker. anybody at YW have any links or experience?

well i didnt get the blinker. but i got the switch going, not a big deal, but its my first real mod. temp. cardboard switch holder until i get my drill back
