Is there anyway I can buy it and have it put on my normal stock sedan

I believe so- from the dealer but I think it's pricy. Best bet is to just get it off a junker and repaint it. Or see if anyone is going to sell theirs here on YW.

I got it from a seller on ebay and took it to a Toyota paint shop

As stated via PM I most likely will be putting up my S lip kit for sale in the next 30-60 days. I have an interest/feeler thread over on MI.

Is there any difference in the body style between the 07 and the 2010 model? I noticed that in Canada, they don't offer the sedan with the body kit anymore. Not sure about the States though.
I was just curious because I think he drives a newer model.

I have no earthly clue and really have no way to find out. I did inform him of this via PM. He would have to do some research.
