ABS not working on 2003 Yaris

The ABS seems to have failed on my 2003 Yaris. When I apply the brakes with pressure, the pedal locks and the wheels lock. There is a binding noise from the discs.

This seems to happen in snowy or slushy conditions and ends up in a skid. Not sure if the conditions are relevant.

Any thoughts? I've been told to go to the mail dealer, but can anybody recommend a local Toyota Specialist around Leeds/Batley that will be cheaper than the main dealer.
