I am looking to see if anyone in the south has looked into a thermo switch, a battery, a diode, a timer, and solar panel to power the hvac fan on hot days to circulate the fan. I was looking into placing a panel on the rear shelf of a hatchback and have it charge a small 12volt battery once the inside temp hits 100deg for like 5 minutes then shut off for 15 minutes and cycle 5 15.

You'd need a mighty large solar panel or a short duty cycle. The HVAC fan draws about 3 Amps.

What about wiring the car's battery to do this? Install a switch that enables this mode so that it only activates when you want it to? Would be dreadfully complicated though.

With tinted windows and a reflective windshield cover you can cut down DRASTICALLY the inside temp of the car on a sunny day.
