LEDs don't produce very.. illuminating light. They are bright when you look at them, but their light doesn't cast about as well as a regular incandescent bulb or HIDs

what about when projected through a a half dome type lens? like projector headlights?

Yeah, unless you get expensive, quality LEDs, I wouldn't be using LEDs for headlights. The ones you posted are probably going to end up being crap. I never had much luck with LEDs on eBay.

At less than $5 for a pair, they're undoubtedly useless.
LEDs for sidemarkers and turnsignals is one thing, but headlights have reflector bowls. The glow of an incandescent light is a gradual fade from dark to light. LEDs produce light in very straight and very narrow beams. That fact alone will allude to them not illuminating the road very effectively.
If you see the lenses on the high tech LED headlights on the Toyota Prius, Audi R8, and so on, they all have little projectors, and they need to have them. The LEDs behind those projectors also aren't dozens of tiny little diodes either. They're big. So while I'm curious to see how that would look, I doubt they would be any more useful than sticking candles in your headlights and using them to light the way.
