I would guess that sway bars tend to be more effective with reducing understeer and rear wobbling. But given their cost, are rear tie bars significantly less effective? I'm not looking to autocross, just would appreciate a little more stability on windy days at freeway pace.

What you want is a rear sway bar.
A rear sway bar on the Yaris will transform the handeling and is absoloutely the best bang for the buck for the yaris suspension.
It wiil eliminate/ minmize the understeer, rear wobbling, and body roll.
It is all you need for a DD on the freeway.
A tie bar is normally use in an independant suspension but the Yaris has a beam suspension.
So I do not know what you mean by a rear tie bar for the Yaris.

Megan also makes one that looks like it hooks up just under the springs. Niether seem to reinforce much, do they even have a purpose? Think I've made up my mind...

Yeah..... those just serve to help stiffen the body and might help slightly in some extreme handeling situations, providing the body actually needs stiffening at those points to begin with.
For a DD, they are a waste of money.
Get the rear sway bar, you will not be disapointed!
That, and good tires is all you will need.
