Drum brake/parking brake

So I started to hear this droning noise coming from my wheels.. I thought oh no, another wheel bearing. But I checked everything and it seems OK. One thing I did notice however was that my rear drivers side tire is "sticking" - as in it does not turn freely when jacked up. Wheel spins, but I can hear it rubbing on something (could be parking brake or brake shoe) until it stops.

Could this be causing that noise? Also this may be what's causing my steering probs.

Anyone know where to get a decent set of brake drum hardware? RockAuto?
