Potential crashy in Philly on craigslist

I'm not in the market but the post caught my attention. it has a Michigan scrap title and can never be street legal. now if i had a garage and some land it might be a different story.

You want to buy it together and part it out or something?

If it has a MI scrap title and cant be legally registered hows come its got PA stickers on the windshield?

Its a flood car. The engine runs when hit with ether but does not run after the ether is gone. The guy is having it made run by a mechanic.
