How tight does the cover has to be with contact with brake shoes?
I know the star wheel alignment i can adjust it loose/tight, and this will affect the handbrake 'clicks'
but i dont want rubbing which lowers my mpg and damage my brake shoes
so how tight should it be?

You want them to spin freely when the pedal is not pressed and the ebrake is off.

But I want my handbrake to have max 2 clicks, is there any other way to adjust this?
If I let the drum brakes to move freely, the handbrake will be 5-6 clicks.

Yes. You can tighten the handbrake via the nut at the base of the lever to take up the slack, without making the shoes move.
