eratic l/100km displayed when starting

hi..im new to this site...i have a 2000 yaris verso and when my ex mechanic was working on it his jack slipped and dented my fuel tank..replaced tank and all is well except when i start the car..for the first 30-40 seconds the fuel display shows 80 to 90l/100km and then reduces down to normal aprox 6l/100km...is this normal or is something wrong.:confused:

We don't have mileage things here (at least not on that model year)

Engines usually run rich on cold starts
