I've noticed in the mornings when starting my car, and sometimes after work after sitting in parking lot all day I hear a strange sound when starting my new (used) yaris.

It almost sounds like when you open up a fresh 2-liter real fast. That quick "PsssssT" sound but its loud, like hurt my ears loud when in garage and windows are open. Once it does that quick sound, there's no other sound that is odd.

Is this a loose belt? How do I check proper tension and tighten or loosen if necessary?

I don't know if this is true or not, but I think my car may have been in a flood at some time. Its not on the carfax when I bought it, but when i took off all the dash board panels this weekend to do the Viper 211 install, everything under there had this even coating of dirt over everything. not very thick, but it was thick enough that you could not see the black plastic under it. could this be a problem causing the noise?

you can start the troubleshooting by having someone else start the car while the hood is open and in an open area (no echoing of sound) and listen to where the sound comes from.

I took it into the dealer about two weeks ago to fix broken mirror adjustment rocker and mentioned the sound when picking it up. They said nothing wrong. My old yaris never made this sound, and its somewhat surprising to hear it. I will try and have someone start it while I have my head in there.

This actually happened for maybe 2 or 3 seconds after starting my car yesterday. Its definitely the belt. I don't see a DIY in the All DIY's sticky for changing a belt, is it pretty easy?

Edit: Scratch that, I did a search and found this threaed (http://www.yarisworld.com/forums/showthread.php?t=44665&highlight=DIY+belt).

Just be very carefull when you are tightening the belt, not to break the connector for the VVT solenoid like I did and countless others. It's very easy to do and it's right there near the bolts for the alternator.

Dont hold the key when you start it. Just turn to the start position and let go.
