Steel vs Alloy

Hi. When I look at the Yaris S sticker on car I am reviewing, the first page indicates under Mechanical and Performance: 15" Steel Wheels with Full Covers. Then the second page on the window indicates: PP package with 15: Alloy Wheels: Anti lock brakes, etc, etc.

So can I assume this car was upgraded to ALLOY wheels though the first page indicates steel wheels?
