I have a small leak and it seems to be coming from around the throttle body area but can't really tell. Are those two lines under the throttle body the coolant lines? the ones that the red arrows are pointing to?

Yes they are. You can actually connect the two hoses together (with a piece of pipe in between) to bypass the coolant flow through the throttle body, if the leak is from the throttle body or its pipes. The only purpose of that is to heat the incoming air for emissions purposes.

Hope much of an intake temperature difference would it make when bypassing?
I can only talk about the 1KR-FE, but I had 5...15K above ambient temperature, even with some kind of cold air intake.

Isn't that for anti-ice purpose of the throttle valve.
