Actually its Georgia's lame emissions testing. I know. I go through this every year.

wow that is fucking stupid, i have a california smog license to test cars, and if you didnt know california has the hardest standards for passing the test. there is absolutly no need to test hybrids at this time, especially doing just an ASM test when you know it won't work because the gas motor shuts on and off. here in california hybrids are exempt and thats how it should be. we even let them in the carpool lanes with only one occupant because they are MUCH cleaner than other cars.

El Jefe I see California is eliminating hybrids from HOV lanes. Makes me want to puke when I see the Priapisms in Atlanta HOV lanes when I get close to the same mileage as they do over 60mph.

In the mid 70's in college a honda 600 won the milage award in a local rallye at 60+ mpg (yes they had to be using hypermilage techniques) but were disquallified because of dirty emissions......EPA tests have never been fair or real world accurate.
