Plug fall out?

Crawling around under car today and I noticed this. I don't ever recall having this hole exposed in the floor pan under the driver seat area. Has a plug fallen out? What do you guys see in this area on your Gen2 models?

There should be a small rubber plug there.

Part# 90950-01956 should anyone need to plug any holes.
