Inner tie rod replacement - rack assembly?

Hello,

I failed inspection due to 'play' in the right inner tie rod of my 2007 Yaris. I was told by the place performing the inspection that the inner tie rod quote "Wasn't a serviceable part" and that the entire "Rack Assembly" would have to be replaced. Is this true, or am I being sold?
