Where should I wire up my halos to?

I have my halos wired exactly like this on this post into the parking lights. And with the switch off they are still on and dim. Doesn't matter if ignition on or off car running or not. Still partially on and dim when lights off. Still the same the same whether or not drl module plugged in or not. When parking lights or headlights switched on halos work normally. Confused on why this is happening. Please help.
