That is in reference to a service bulletin. If there was a firmware update for your car's ECM a service bulletin would have been issued to the Toyota dealers. You should be able to find a list of service bulletins to see if one ever was for your car.

For US market Yaris for example there was a firmware update for the early 2007 model year Yaris for an issue that would cause the check engine light to come on for a cam sensor issue that really wasn't an issue.
