2007 Yaris Radiator Fan

I have a 2007 Yaris and the problem is when turning AC on radiator fan does not run, same thing I tried turning the heat on and the engine changes the sound, running harder but the radiator fan is not running. I checked the Relay is good, tried connecting fan directly is good. Pulled two connections from engine one is on top and one lower I don't know which one is for fan or What else should I check?

The FAN NO1 Relay drives the fan by command of the ECM. The 30A RDI fuse feeds it power.
