P0456 code

So I got this code a while back, and just kept resetting it. Of course now my emissions is due, so it's time to fix it. I dropped the car off at a dealership near me, and was informed (after a smoke test) the code is caused by the recirculation line on the fuel tank, it's broken and requires a new tank...?!

Has anyone ever had the same happen? I'd rather not spend $1000 on a fuel tank if possible.

I have a perfect spare tank that I could sell you for a whole lot less than that. They must be talking about the small vent line that is attached to the top of the tank, as the rest of the connections (other than the filler) are to the fuel sender unit, which is part of the top of the tank.
