The tightness setting is at its tightest under the handbrake itself.I removed drums and have adjusted star so shoes are slightly dragging on inside of drum.

The brake tightens and holds car fine but there is still dead space in the brake lever.Hope this makes sense and need some suggestions.

Basically there is floppy play(Zero tension) for about 2-3 inches before the lever has tension.Again the shoes drag on the inside of the drums.

There should be come slack picked up in the first few inches (2-4clicks) or else your brakes would be dragging way too much.

Other option is to loosen the adjuster underneath your ebrake all the way and then readjust your drums. Then you can fine tune with your ebrake adjuster.

I personally never touch the e brake adjuster I just adjust at the drums a few times a year

The adjustment spec given by Toyota is a particular number of clicks to obtain a tight setting.
