Having some problems once in a while with my car not starting properly. It will seem as if the starter is sticking and hard for the car to start and runs rough for 4-5 seconds after started, but then runs perfect afterwards. Happens every couple of days. Is this a starter issue or do I look elsewhere?

I guess I'd have someone start it while you can listen closely to the starter to see if it is acting up.
Is the check engine light on?

Nope no check engine light. Seems as the starter is only partly engaging and keeps cranking for a bit on it's own after. Now next question is how hard is the starter to get at?

under the intake manifold. Quite a PITA to replace.

if you remove the lower engine dust covers it isn't too hard to remove the starter. Access the bolts from the top and bottom, there is only two, and obviously remove the electrical connectors and that is it. Not the simplest but if you've worked on your car before it won't be a surprise

Sized it up and looks like a straightforward but PITA to do haha now the next question is that I went to get a starter today and there is apparently 2 different starters for the yaris? One with climate control and the other without? My car has ac but I don't think that's what they're referring to as climate control. Any help there?

one is likely higher amperage for cold climates (known as the winter package). They should have specs on amperage for the two different ones. Go with the one with higher amperage

Ocassionally my starter sounds rough when I crank. I’m holding off replacement till it gets worse due to that location.

You might end up changing the flywheel too.
