I just bought a 2014 Yaris and the keys had a black plastic thing, A fob? that looks to have no button. Does this FOB have any function?

Usually there is a chip in the black thing. The Yaris will read the chip when you insert the key into the ignition to start it.
If you made a duplicate key without a chip and tried to start the car, the starter will crank, but the engine won't start.
A regular key (no chip) will run $5.00-$10.00 a chip key will be around $80-$100 because the chip must work with the car for it to start up correctly.

is it hanging off of it? if it is, its a dummy keyfob for a autostart package they offer.

it is separate from the key. The build thread would not work.
