2008 Yaris Windshield Wiper, only the passenger side wipes

I don't use the wipers much. When I turned it on today, only the passenger side goes through the whole range of motion. The driver's side moves only a tiny bit.

What can be causing this and how do I fix it?

Maybe the arm needs to be snugged up. Common thing to happen during & after winter.
