Yaris bumper lip

Hi

I bought a 2009 Yaris, and discovered that the front lip looks like it's falling apart. Upon closer inspection, I noticed it was attached in a very suspicious manner. I guess the radiator has also seen better days.

My question - does stock Yaris have a bumper lip? Or is this some terrible executed aftermarket modification?

There don't seem to be very many bolt-on lip options available for the US Yaris.

I was concerned about it being a safety hazard, because visually it appeared like it would fall off at any moment. I guess whoever did this really wanted a bumper lip, but wasn't overly concerned about anybody taking a closer look.
