There are files of sales brochures available to view or download online. Toyota has sites with PDF files going back a few years. The 2017 looks same as '15, btw.

No model year Yaris was ever equipped with what could be considered flaps. What you see are really called guards, and primarily serve to protect a small area from abrasion damage.
