Both Headlights are dimmed ( High beam.is working )

Hi.

on my Yaris 2000 model,

Both Headlights are dimmed.
But High beams are perfectly working.

Both individual Fuses 15A are fine.

Any idea what's wrong.

The bulbs could just be old, they do tend to get dimmer as they age.
