front end of rocker panel/s end cap/s..?

Behind the front tires..lowest part of side panel(rocker panel).

This area is hollow.I believe mine is missing end caps front.?

Or is this area supposed to be open for ventilation?

If you look underneath wheel well liner you can look into the inside of the rocker panel.
