The deflection and tension specs for a used drive aka serpentine belt for my 2010 Yaris as shown in the Toyota Factory Repair Manual are respectively: 11mm-13mm and 180 ft lbs-289 ft lbs. That seems extremely tight. Are these figures correct?

Is the 90 degree belt tightness test(meaning twisting the belt to the point where it feels like it doesn't want to twist any further) adequate? What are the most reliable belt tension gauges that are reasonably priced? Thanks for any replies.

No idea on the figures being correct but getting the tension right on a Yaris belt is tricky. Best way is to mark the location on the bracket from factory and get within that spec. If it squeaks, tighten it slightly a little more until it goes away. Use OEM Toyota belt only. Aftermarket belts will squeak. OEM belt will squeak too but only occasionally and during cold mornings. Do not over-tighten as it will wear out the water pump bearing prematurely. Watch out for the VVT solenoid, it breaks easily if you accidentally pry on it when adjusting belt tension.
