Question about TRD performance shocks part #PTR04-52061

Hi guys! I was wondering, the springs that come with the TRD performance shocks, part #PTR04-52061.....are they lowering springs that will lower the car as if I were to just buy the TRD lowering springs part #PTR11-52070? Thanks!

fronts are about 3 hours labor, rears are about 1 hour
