Tire light flashes upon startup and then goes solid for the rest of the drive. Tires were all at 24 psi so I aired them up to 34psi VERIFIED with an electronic gauge. Many restarts later and the light wont go off. In years past the light would go off if the tires were inflated back to spec.

When it flashes it's telling you there's a fault, not low air pressure. Have the sensors scanned for activity.

car is pushing 200k miles. its also my first car with tpms. I think I'm just gonna go old school and remove the bulb and just eyeball the tires like decades past.

i wouldnt mess with the cluster if i were you, especially with 200k miles the plastic tabs that hold it together will break and the cluster will never get put back together correctly again, it will have rattles, loose gaps and things like that, ask me how i know

You always start simple first and in this case its replacing the wheel sensor inside your factory rim, they have a battery and commonly stop working so start there.

There's a wire mod on the sensor module under the glove box that just fools the system into thinking everything's ok.
Then it won't throw codes during inspection.
