Bad fuel consumption

I now get 13.5 l/100km in the city, in canadian winter. Very disapointing. What might be the problem ?

Shitty snow covered roads, idling, lots of stop and go city driving, drag from snow being on your car, it adds up.

Never expect good fuel economy in the winter, I get 9-10L/100km consistently when its -30
