Under chassis repair + undercoating

Hey guy! My 2010 yaris had an exhaust oring replacement.
Am surprised to see how rust starting under my car!
Living in New England is horrible for maintaining the under chassis. I don’t know where to start cleaning , brushing off rust ( rust removal spray ) and then use primers and paint!
Are you guys experiencing the same? Any suggestions how I will do it?
Do you thing my under chassis is as worst bad or really normal?

That's actually remarkably clean for a 15 yr old in your environment. I'd just get it in to a shop for an undercoating with a good penetrating spray. You'd drive yourself insane wire brushing all those little areas to no real benefit.
