Clinking sound coming from front at slow speeds

Recently I've noticed a clinking sound coming from the front at slow speeds. It sounds like a rock tumbling around, and stops when the wheels are moving a little bit faster. I took off the hubcaps thinking it was a rock between them and the wheel, but their was no rock in the there and it still makes the sound.

Could it be something else? It makes no clinking sound when the car isn't moving, or moving faster then like 10-15mphs.
